Neville Ray has more than 35 years of experience in the design, deployment, and operational management of wireless networks in the United States and worldwide, and has been widely recognized for his leadership across all stages in the evolution of wireless technology, from 2G through 5G.

From his career start working in the Middle East on TV broadcast towers and radio masts for a Dubai-based contractor, Neville moved into the mobile world with Pacific Bell Mobile Services in 1996, where he served as VP of Network Operations. In 2000, Neville joined T-Mobile (then VoiceStream) and became Chief Technology Officer in 2010. In 2019, he was named President of Technology, where he played a pivotal role in advancing the company’s network capabilities.

During his tenure, Neville was at the forefront of a number of T-Mobile milestones, including the integration of Metro PCS and Sprint networks and the launches of 3G, LTE, and 5G. In June 2020, T-Mobile’s 5G network was the first to offer coverage in all 50 states.

Throughout his career, Neville has been instrumental in several industry firsts, such as launching the first Android smartphone using UMTS, and for pioneering the “layer cake” 5G strategy. His leadership extended beyond T-Mobile, with significant contributions to organizations like 5G Americas and the Cellular Telecommunications Industry Association (CTIA). Neville retired from T-Mobile in 2023.

Neville is a member of the President’s National Security Telecommunications Advisory Committee (NSTAC). He has served as chair of the 5G Americas Board of Governors, and the vice chair of CTIA. Neville also served on both the Network Reliability and Interoperability Council (NRIC) and the Commerce Spectrum Management Advisory Committee (CSMAC) for the federal government. He is a member of the IEEE and the Institution of Civil Engineers. Neville currently serves as a director on the boards of the American Tower Corporation and Ziff Davis, a digital media and internet company. He is an honors graduate of The City University of London.  Neville was inducted into the Wireless Hall of Fame in 2025.
