Elizabeth “Liz” Sachs is a pioneer in policy for mobile communications. She mastered the intricacies of the FCC’s ever-evolving rules and regulations following allocation of the “land mobile reserve,” which had been set aside for the future expansion of land mobile radio services.
She began her wireless career in Motorola’s Government and Regulatory Affairs Office, first assisting the sales force with FCC licensing before moving to the Legal Department while attending law school. Liz graduated from Rosemont College and received her J.D. from the Washington College of Law at American University. While in the Legal Department, Liz focused on FCC proceedings involving the development of Specialized Mobile Radio (SMR) and cellular radio services and a variety of land mobile issues in multiple bands.
In the 1980s, Liz moved to private practice with the firm Dempsey and Koplovitz. She became a key force in developing the regulatory framework for the new SMR service, helping a multi-billion-dollar industry emerge. She spent decades as counsel for the American Mobile Telecommunications Association (AMTA), the pivotal industry trade association within which the SMR industry players came together to resolve differences. With guidance from Liz, the AMTA nudged the FCC to loosen cumbersome rules and strengthen spectrum opportunities for SMRs in the exceedingly competitive world of wireless. Her efforts to advance the SMR service also set a precedent for spectrum refarming, which has benefited countless users and served the public interest.
Liz continues to provide regulatory counsel to the Enterprise Wireless Alliance (EWA), which was created from the 2005 consolidation of AMTA with the Industrial Telecommunications Association (ITA). EWA is the preeminent association that represents business enterprise wireless users and the manufacturers, resellers, and communications sales and service providers that serve the private wireless industry.
Currently, Liz is a partner in the communications law firm of Lukas, LaFuria, Lantor & Sachs, LLP. She provides regulatory, strategic, and business counsel for wireless operators, enterprise and public safety users, and equipment suppliers. She is the primary author of FCC filings submitted by the National Wireless Communications Council. She is a member of the American Bar Association and the Federal Communications Bar Association. Liz was inducted into the Wireless Hall of Fame in 2025 in recognition of her career achievements.
